As a member of the National Community Land Trust Network, we can access a wide range of financial and legal advice, and also have support from North Somerset Council and their appointed expert facilitators - Middlemarch CIC. Our Board currently has 7 members, all of whom live in Clevedon and whose experience covers accounting, engineering, housing and business admin as well as local community, charitable, sports and government involvement.
The Clevedon & District Community Land Trust (CDCLT) has adopted the legal form of a Community Benefit Society. This is the most common legal form for CLT’s. A CLT is formed by members who must buy at least one £1 share but, unlike a public limited company, you will not own a part of the Trust, you will also not receive any payment from profits. The shares cannot rise, but may fall in value and you cannot sell them. However, each member will have one equal vote at general meetings and also will be able to put themselves forward as a board.
In order to help meet the Government’s target to build affordable homes, it has “encouraged” Local Authorities to identify pockets of land which they would be willing to offer for sale at less than market rates through Community Land Trusts (CLT’s).
This will enable properties to be built by either the CLT’s themselves or in association with Housing Associations and similar bodies. An essential
aspect of CLT’s is that the assets which a Trust acquires are owned in perpetuity for the benefit of the community i.e. via an “asset lock”. North Somerset Council (NSC) contracted with Middlemarch Associates LLP (Middlemarch) to provide initial support and advice to local CLT steering groups to kick-start the process. A presentation was made by Middlemarch to the Finance and General Purposes Committee of Clevedon Town Council (CTC) on 14 October 2020 and subsequently at an on line public meeting on 22 April 2021. Attendees were invited to express their interest in joining a Steering Group to progress these ideas and form a Clevedon Community Land Trust (CCLT). |
The first meeting of the Group was held on 17 June 2021 and it has been progressing the concept with initial input directly from Middlemarch. These have been regularly attended by three Clevedon Town Councillors and two (now four) members of the public - of whom have substantial housing related, Accounting, and local business experience. An early decision taken by the group, on advice from Middlemarch, was that our Land Trust would be a non-charitable and not for profit Community Benefit Society with an asset lock. On 30th December 2021 the Clevedon and District Community Land Trust Limited was formally incorporated by the Financial Services Agency, under its Mutuals Register. You can find this information on the FCA website as well as the formal objects and full Rules under which we must legally operate. The first meeting of the newly incorporated board was held on 7 February 2022.

Richard HarperI worked at the Bank of England and its Printing Works for over 30 years until early retirement when the Works was contracted out to De la Rue. During that time I set up a gymnastics club (men’s, women’s and rhythmic) first as a registered charity and later as a charitable company. I raised funds for, and project managed, the building of its first permanent facility. This outgrew capacity and, as Chair and Treasurer working with Basildon Council, I again raised funds to enable the Club to become the major user of the Basildon
Sports Centre. Since retiring I have been non-exec Chair of the Essex Courts Board, a volunteer adviser at Citizen’s Advice in Billericay (specialising in benefits and debt), and Treasurer to a small cleft palate medical charity. More recently I was a short term “turn round” Treasurer to the Clevedon Community Bookshop. For the last two years I was a co-opted member of the Finance Committee of Clevedon Town Council. |
Ivy CameronI was a national trades union negotiator in the finance sector for 18 years and also held industrial relations research fellowships at University of Cornel (USA) and Pembroke College in Oxford.
I was a director of Cameron Woods Associates specialising in practical employment law and mainstreaming of equality and diversity into effective management practise. This included a contract with the Welsh Labour Party to train their selection panel for the first election of the government. I have worked across sectors with board, line and human resource management and where appropriate partnerships of unions and line management. More recently I have delivered equality and diversity training to the Bare with emphasis on translating the Bar Standards Board and Equality Act requirements into such strategies of chambers. |
Adele GardnerI moved to Clevedon during the late 1990s and I cannot think of anywhere that I would rather live.
For a significant number of years, I have either worked in, or been involved with education, particularly Higher Education. I also work on a part-time basis within the NHS as a Health and Wellbeing Coach. I undertake voluntary work that is connected with the education of women and girls, and I also serve as a Town Councillor. The role that stable affordable housing plays in the life of human beings cannot be underestimated, which is why I am part of the CDCLT. |
Jeffrey PeacockI am a Chartered Engineer and a member of the Institution
of Engineering and Technology. I also have an MBA from Bath University. For 30 years I worked for what is now BT and saw it change from a Government organisation to a private company. I took voluntary redundancy from BT and set up may own consulting company working mainly in central Europe. After 10 successful years I decided to close the consultancy and set up a UK based company refurbishing residential properties for sale and rental. This company is now managed by my sons and I have no further involvement. Since leaving paid employment I have been a trustee and volunteer for several local charities. This involvement has made me acutely aware of the need for low cost housing and I am keen to help alleviate the problem. I am a member of Clevedon Baptist Church and Clevedon Golf Club. Much of my free time is now spent helping out with my grandchildren which is a great pleasure for me. |

Whilst a District Councillor I fought for the building of public housing on the site of Mill Cross, in Clevedon which should see over 60 new homes built by 2025. |

I have more than 30 years’ experience across public and private sectors, having worked in Higher Education, Social Services and the Law. I am passionate about supporting people from diverse backgrounds to achieve their potential. The lack of secure and affordable accommodation for families and young people in our area presents real barrier to many and I am determined to help. I began my career as a social worker at the sharp end of childcare in North Bristol and worked with young offenders on alternative to custody programmes. Later, I trained and practised as a solicitor, before moving to legal education where I was appointed to senior roles at the University of the West of England, the University of Law and Burges Salmon (the law firm where I trained). I now work independently as a coach and trainer, mainly with women moving into leadership roles and people returning to work after a career break. I also volunteer with Read Easy North Somerset, a charity that helps adults with reading difficulties. |
